Why doesn’t god just speak

Exodus 14:1 says, “And the LORD spake unto Moses, saying,

14:2 Speak unto the children of Israel, that they turn and encamp before Pihahiroth, between Migdol and the sea, over against Baalzephon: before it shall ye encamp by the sea”  Why use Moses as a speaker.  God is in the form of a huge pillar of smoke or fire right in front of the Hebrews so why not just say what he wants in his big booming god voice?
