No Images at all

Exodus 20:4 says, “Thou shalt not make unto thee any graven image, or any likeness of any thing that is in heaven above, or that is in the earth beneath, or that is in the water under the earth.”  God could have simplified this judgment by saying don’t make any images at all.  How could anyone make imagery of heaven if you don’t know what it like?  So far all these people know is that fire and brimstone come from up there.
