Poor women

Leviticus 19:20 says, “And whosoever lieth carnally with a woman, that is a bondmaid, betrothed to an husband, and not at all redeemed, nor freedom given her; she shall be scourged; they shall not be put to death, because she was not free.”  I am thinking god really doesn’t like women.  Would a slave have a choice not to lie with a free man?  Why would she be scourged? Scourging is inflicting severe suffering, vengeance, or punishment usually with a whip.  Doesn’t this contradict Leviticus 19:18 “Thou shalt not avenge, nor bear any grudge against the children of thy people, but thou shalt love thy neighbor as thyself: I am the LORD.”  The Romans usually did this preceding crucifixion.  The funny thing is they exempted women from this.  She gets scourged and he gets let off with a simple offering.  Is god really fair?  I guess women never had sex with bondsmen because they are not mentioned.
