Now the magicians are making lice?

Exodus 8:18 says, "And the magicians did so with their enchantments to bring forth lice, but they could not: so there were lice upon man, and upon beast.”  You’d think Pharaoh would have learned from the past and told his magicians to not do what Aaron does?  They are only making it worse.
