Angel of the lord again?

Exodus 3:2 says, "the angel of the LORD appeared unto him in a flame of fire out of the midst of a bush: and he looked, and, behold, the bush burned with fire, and the bush was not consumed." Who is this angel of the lord fellow? Why couldn't the lord just have appeared as he did to Lot and many others? Why as a flame?
