God wants to endanger strangers

Deuteronomy 14:21 says, “Ye shall not eat of anything that dieth of itself: thou shalt give it unto the stranger that is in thy gates, that he may eat it; or thou mayest sell it unto an alien: for thou art an holy people unto the LORD thy God. Thou shalt not seethe a kid in his mother's milk.” Why does god want the Israelites to give bad food to people other than his? If an animal dies on it’s own I am assuming it is either old or diseased. Selling diseased meat would be very wrong. It could sicken or kill the poor unsuspecting stranger. What if they eat it with their family. Their children. God seems not to think about the fact that these are his creations also.
